Thanks for the reply Cori Morris - I added a delay to the second rule to check if the message is assigned and that makes it work properly.

Guess I'm confused on this Cori Morris - I have the default visibility set to "Entire Company" in the Pipedrive user permissions.

Cori Morris That would be useful - but at the very least, the contact should be visible to the whole company so that the person that created the contact could view them.
